Not all Angels, Around the Heartlands Options

In the last 2 months The Knights of the Burning Light had struck twice more, both occurrences in the Heartlands. Each time descending on a force of evil to seemingly save a community or small-holding but then slaughtering everyone - monster and citizen alike. Chatter in the bars and brothels was that they appeared like Angels, gleaming in the sunlight but with the visage of the insane, screaming their hatred. Their blows carved through their foes and most disconcertingly, the gore and splatter of their kills stained neither their weapons or clothes. It seemed they were too holy for even their enemies blood to stain their vestments... so what had these citizens, these farmers and craftspeople done? Were they secret cult members or some dark cabal and why hadn't the authorities done anything yet?

The chatter all pointed towards conspiracy - these troops were disguised as the Holy but were actually a secret order of Imperial Guard, a sect of the Lady of the Stars (well known for her cruelty) or even from one of the growing darker churches to bring disrepute to the light.
