I have recently received a report that Neko Panama killed Sonasello of the Circle within the lands of rural Halgar.

Unusually, Sonasello has requested Clemency on behalf of Neko Panama. To the best of my knowledge Neko Panama has not yet sought clemency
herself and she is currently considered outlawed by the Judgment of the imperial seers. Given the seriousness of the crime and given that Neko herself has not yet sought clemency I am not currently minded to investigate further.

Should Neko Panama wish to seek clemency I would ask that she contact me and I will of course open an investigation. Should Neko wish to seek
clemency I would also ask that she surrender herself to Imperial Custody pending an investigation and decision. Neko's decision as to whether she
will submit to custody will be taken into account in any subsequent Judgment made.

Accordingly, Neko Panama will continue to be considered outlawed.

Keeper of the Privy Secrets
Magistrate for Halgar

(OOC: I made a brief edit to use the term outlawed rather than wolfshead to avoid any confusion)

She wont hand her self in! She is mental.
Dont forget she outlawed Naga even after he had turned the weel.
How much are you paying for her head? She has to be worth at least 7k grulls?

With respect Willoughby, keeper of the Privy Secrets and Magistrate of Halgar. I am no longer affiliated with the Panama Clan. My full name and title is Lord Neko, Warlord of Amlas. Please address me correctly as I will address you correctly.

My time is extremely precious as I have spent the last 2 days in the Empire dealing with threats you have there. My Emperor demands my attention. I am more than willing to have a conversation with you, but leaving Amlas is not an option at this time because of reasons I have already stated.

If it is your will as Keeper of the Privy Secrets and Magistrate for Halgar to brand me a wolfshead within the empire then that is your right to do so.

Lord Neko
Warlord

To be clear, I allowed Neko to kill me so that she would not have to end her own life. I would find it... upsetting if the end result of this were for her to lose vitae, as this somewhat negates my own sacrifice.

Whilst I respect entirely that this is a matter for the Empire, I hope that the above view will be borne in mind.

All seems a bit pointless to me.

You let her kill you. But you’re alive pretty damn quick already! What was the point? Is she going to have to kill you again if she sees you?

Sounds like you’re being bullied. I wouldn’t stand for that!

Why would you let someone kill you anyway? Sounds a bit mad to me. I can fix insanities if you need, happy to come find you.

Lord Neko,

I was not aware that you had cut your ties with the Panama clan, thank you for updating me. I will correspond with you privately, although I would like to make it clear that I have not declared you wolfshead (previously known as outlawed), this decision was made by the imperial seers.

A Baronial citizen killed by an Amlasian, both of high standing within their own lands....

Why do we care? foreigners blood being spilt on imperial soil is not a new thing....

Also if the murdered party is back alive and has openly explained that he allowed it to happen and wishes no punishment for the merderer... can we not just put the whole thing to bed instead of allowing all and sundry to use this as fodder for personal vendetta gains?

Colour,
Iron Coven.

P.s
if anyone foreign or not wishes to spill blood, my cauldron would welcome the influx.

So, Let me see if I've got this right:

An important bloke from the Circle, willingly lets an important person from Amlas kill them to save their life (is that right?) but the Magistrate of Halgar has to get involved.

I'm guessing it happened in Halgar which is why but I can't help but feel it's for those two nations to resolve?

Seems a bit odd not to just pass it on to Amles and The Baronies to sort out and if they want to complain about a lack of Imperial justice pick it up from there.

Max,

Neko is aware, as many others are, that there is a presence within me that she identifies as that of undeath. I disagree that this is a correct interpretation, but this is a separate argument and one that we have had. It does however explain why Neko feels the need to kill me.

She was clear that she did not believe she was capable of killing me and so she would have to commit Sepuku if I were not somehow driven away by her. I agreed to this, as I absolutely did not want her to be put in that position and so she drove me away.

I kept an eye on things from afar, and helped as much as I could, however at some point I noted that Neko had become stuck in a place that apparently only I could save her from.

As such, I rescued her, accepting that in doing so I would have to let her kill me else she would herself have to commit Sepuku.

I did this entirely willingly and in full knowledge that this would be the outcome. It is for mercenaries to sacrifice in the name of the greater good, and the greater good here was clearly that Neko continue to live at the expense of some of my vitae. No question. She is a potent and noble force for good in this world, and many many lives are safe because of her.

William,

There is a process that these things have to follow in order that they be resolved. They work and exceptions should not be made just because the people involved are "important". If those who are not "important" should expect to be held to a standard, then so should we. To do otherwise would lessen the protections that keep people safe®.

To expand, if an Imperial mercenary killed an Ishmaic mercenary in the Baronies, I would fully expect the matter to be handed to Scheinder to be dealt with, regardless of their status. This is the agreement that the nations have between one another, and whilst I am sure it is not perfect, I cannot think of a better system and for the majority of times it works.

Out of curiosity, if a village of peons in the Empire, Amals or any world have been ritually turned into creatures of undead and it took various missions / time to correct this, if indeed it could be corrected what would Neko do?

I only ask as whilst this was your choice, would the innocents have the same choice and they lack the Vitae to be restored.

Very noble of you Sir. It’s great there are people like you in our world. Saving someone who would want you dead.

But... you’re alive right? So I reckon she failed anyway. But I don’t understand all that seppuku stuff. Makes no sense to me.

Greater good is just a weak argument to justify some [----] course of action though.

She’s a villain. Who’ll kill undead, or those she believes to be.

That makes her a threat, so hopefully she’s hit by the full force of the law. You chose to allow her to kill you (but only because she couldn’t), and she killed you, an innocent, good and selfless man. She’s definitely the villain here. What if it wasn’t you? But some poor innocent mercenary who happens to be an undead or something?

These people must be stopped!

None of this makes much sence. Why did she have to kill you just because you have fancy teeth?
Is she just going to kill every vampire she meets?

What were you all doing that ment you were all in Halgar?

Are we shour this wasnt a trick so she could kill a mercenary and get away with it.

Malcom and Max,

Those are questions for her to answer, but I believe that she is a good person worthy of life, else I would not have acted as I did. Hers is not the only faith that would command their followers to act in certain ways that compel them to kill undead/demons/etc etc, so perhaps that is more the issue than the individual. However, is that a path that you or anyone would wish to go down? To punish Neko harshly for this opens a big door as to the nature of how you deal with faith more broadly, and I don't know, it's not for me to deal with. We have broad restrictions on faith and worship in the Baronies for different reasons and so it is not a nuance that I have had much time or need to consider.

Hopscotch,

I do not have fancy teeth. I have slightly yellowed teeth, which form an odd shape between the front two on my lower jaw, but otherwise perfectly normal.

We were in rural Halgar saving many many lives.

I am sure it was not a trick.

It’s clear that Neko has not and will not change; her honour is absolute and neither her word nor action can be questioned, it cannot be wrong.

She clearly failed to kill her foe as he is alive and well.

She cannot hand herself in or ask for clemency as to do so would show her actions to be mistaken, and thus make it necessary to commit suppuku.

Neko is a priest of Zarone, and if she is still the person I knew, will kill undead on sight. To answer the question put forward, yes that would include a village of peons if they were undead.

When Naga Yusaki was Warlord of the Shadowlands in Amlas, he put many a village to the sword if they were Oni or a dangerous religious such as Sorcha. That is the duty of the position.

I am disappointed that my old friend cannot ask the question of why, and also not put aside her differences and honour when innocent lives are at stake, where doing so would mean every one willing to help would be able.

Yusaki D’treal

This is incorrect I am afraid. She did kill me, and I did not give her opportunity to do so again. When killed, my body is taken away to be restored instantly, and so she had done all she could. Her honour was fulfilled on this front.
