Members (or rather ex members) of the 23rd Legion were returning to the Bastion it not insignificant numbers. Rumours had it that the purpose of this was to train new recruits. Clearly this was a turbulent time for the Empire, with Ruin everywhere and the other nations of Primus looking centrally with ever more cautious eyes, but this was one of the more obvious signs, at least to the population, that the "higher ups" were taking things seriously.

Would such a move, the opportunity to train with such experienced veterans, create the spike in recruitment they were hoping for?
