In the corridors of power there are mutterings of discontent against the mercenary caste. Knights of the Land are said to have murdered in cold blood two unarmed and kneeling members of a bastion-registered warband who had freely and willingly surrendered to Imperial justice, despite having committed no crime.

Are mercenaries now above the law, able to freely slaughter whoever they fancy? Is the Covenant their puppet, dancing to their tune and finding excuses for every crime they commit? Does the Empress’s Justice mean anything today, or does merely possessing Vitae pardon you of all crimes?
